Pakistan bus crash kills 17, police say

Written By Unknown on Sabtu, 23 Februari 2013 | 17.52

PAKISTANI officials say a bus carrying a wedding party has veered off a narrow road and plunged into a canal in the country's northwest, killing at least 17.

Police officer Asif Sharif said on Saturday 11 people were still missing since Friday's accident, near the city of Peshawar.

The dead included nine women and five children.

Sharif says all the victims were relatives of the bride, and were on way to the nearby city of Mardan when the bus ran off a road made slippery from rain.

He says rescuers were still trying to recover the bodies of 11 missing people.

Pakistan has one of the world's worst records for traffic accidents.

Roads and vehicles in the country are poorly maintained, and there is little respect for traffic rules.

Premier praises Coonabarabran volunteers

NO lives were lost in the Coonabarabran fires because emergency workers fought so hard, NSW Premier Barry O'Farrell has said at a community barbecue to thank 300 firefighters and volunteers.

The January fires razed the surrounds of Coonabarabran in northern NSW, destroying 50,000 hectares of land, 53 homes and 120 buildings.

After a tour of the scorched fields and hills surrounding the town, Mr O'Farrell said on Saturday it was "extraordinary to see how cruel and random fire is, taking certain homes and not others".

"What's remarkable is ... no lives were lost," he told reporters in Coonabarabran on Saturday.

"It's a tribute to the volunteers."

Mr O'Farrell said it was important to thank emergency service workers, particularly the volunteers.

"As much as we value the paid emergency services, we couldn't do the job that's required, that was necessary at Coonabarabran, without the support of volunteers."

"We couldn't enjoy the lifestyles we do without their ongoing commitment."

Rural Fire Service commissioner Shane Fitzgibbons said education programs, hazard reduction schemes and community teamwork were the "first and foremost" reasons why no one died.

The local mayor, Peter Shinton, who is also a geologist, said the fire was so significant that locals had been spotting new rock formations previously hidden by dense vegetation.

To help the community recover, the NSW government has donated $25,000 to the local council, in addition to disaster relief funds available from state and federal governments.

People affected by the fire will be able to claim $1,000 assistance packages.

Tainted horsemeat in French food

SEVERAL horse carcasses containing the drug Phenylbutazone have probably ended up in the human food chain, France's agriculture ministry said.

Phenylbutazone, or bute, is an anti-inflammatory treatment for horses which is potentially harmful to humans and by law is supposed to be kept out of the food chain.

A spokesman said the ministry was alerted by British authorities that six tainted carcasses had been exported to France in January, but that the meat had already been processed.

The official said that some of the meat had been recalled but that the equivalent of three carcasses had "probably" been eaten.

There was only a "minor" health risk, he said.

Meanwhile, France's president Francois Hollande said on Saturday he wanted to see proper labelling of meat in ready-made meals to avert a repeat of the scandal over horsemeat being passed off as beef.

"I want there to eventually be mandatory labels on the meat contained in prepared meals," Hollande said while visiting an agricultural show in Paris.

"Until then, I will support ... all initiatives for voluntary labelling" so that "consumers know the origin of the products they are consuming, especially meat."

A vast food scandal erupted in Europe in January after horsemeat was initially found in so-called beef ready-made meals and burgers in Britain and Ireland.

It has since spread as far as Hong Kong.

French firm Spanghero has been at the heart of the scandal after it allegedly passed off 750 tonnes of horsemeat as beef, with the product eventually finding its way into 4.5 million "beef" products sold across Europe.

Spate of Syrian blasts kill at least 83

A spate of car bombings in Syria's capital has killed at least 83 people, activists say. Source: AAP

A SPATE of car bombings in Syria's capital has killed at least 83 people, including more than 60 in an attack near the headquarters of the ruling Baath party, activists say.

The most lethal attack, in central Damascus, was by a suicide bomber who detonated his explosives-laden car near the entrance of the Baath party's main offices, said the opposition British-based Syrian Observatory for Human Rights.

The majority of the 61 people who died in the powerful blast were civilians, including many children from a nearby school, the Observatory said on Friday, adding 17 were members of the security forces.

The attack was the deadliest in Damascus since bombers first began targeting the city about a year ago.

Twin suicide bombings killed 55 people in the Syrian capital on May 10, 2012.

Another 22 people were killed in an apparently co-ordinated triple bombing targeting security headquarters in the northern Damascus district of Barzeh on Thursday, including 19 members of the forces, said the Observatory.

Pistorius 'heartbroken', says coach

OSCAR Pistorius is "heartbroken" by the death of his girlfriend Reeva Steenkamp, his coach said, as the Olympian faced the fourth day of his fight for bail.

"Blade Runner" Pistorius, 26, is accused of murdering 29-year-old model Steenkamp at his home last week but claims he shot her through a bathroom door thinking she was an intruder.

Speaking outside Pretoria Magistrates' Court, his coach Ampie Louw said the athlete was heartbroken by his girlfriend's death, telling reporters: "For me, it's tough to see that. You cannot reach out, sit next to him and say sorry man, this is a terrible accident..."

He said if Pistorius was granted bail, his training would resume, although he will not compete.

On Thursday sports giant Nike confirmed it has suspended its contract with the runner.

"I think that will be a very good thing to do, I think just to get his mind clear. The sooner he can start with a bit of work, the better," Louw said.

He said it was unlikely the sports star would flee, if given bail, adding: "He is not going to run nowhere so why not give the guy bail? He must stand trial, and let's do that and get the truth out of it."

Manhunt for kidnapped French family

NIGERIAN security forces are in a "massive manhunt" for seven members of a kidnapped French family after Paris said the abductors had likely separated the victims into two groups.

"As long as there are rumours of their cross-border movements, then security agencies must be intensely searching for them," said police spokesman Frank Mba on Friday, adding that there was a "massive manhunt" under way.

He however could provide few other details on the operation to free the family, which includes two parents, four children aged 5 to 12 and an uncle, including who may be the suspects behind the abductions on Tuesday.

The family was abducted while visiting a national park in the West African nation of Cameroon by six armed suspected Islamists on three motorbikes.

On Thursday, French President Francois Hollande said that the family were probably being held in two groups.

Cameroon authorities said the victims were then taken over the border into Nigeria's northeast, a restive region where insurgents from Islamist extremist group Boko Haram and criminal gangs have long operated.

While French officials have named Boko Haram as the likely culprits, a splinter faction of the group known as Ansaru, which has risen in prominence in recent weeks, appears to have focused on targeting foreign hostages.

Ansaru claimed the December kidnapping of a French national in northern Nigeria and the abduction of seven foreigners from a construction site in Bauchi state at the weekend.

In statements, Ansaru has protested against France's efforts against Islamist rebels in Mali.

Major flooding hits Greek capital

TORRENTIAL rain has caused widespread flooding and major damage in many parts of the Greek capital, inundating homes and motorways.

Several main highways and roads were flooded, causing massive traffic jams as people could be seen trapped in their cars, with residential areas in the west of Athens such as Aegaleo, Nikaia and Peristeri the worst hit.

"We received more than 700 calls to help people with flooded homes or to rescue stranded drivers," Deputy Fire Chief Vassilis Papageorgiou told Greek state television.

Dozens of parked cars were swept away after the rivers of Ilissos and Pivrodafni broke their banks and electricity was cut in several parts of Athens.

The city's railway was temporarily closed due to fallen trees.

Meteorologists said the amount of rain Athens received in six hours was the average for the entire month of February.

Volunteer firefighter dies after WA blaze

A 60-YEAR-OLD volunteer firefighter has died after a bushfire about 150km southeast of Perth.

Early reports suggested the man was killed while battling a blaze, but police later said he appeared to have been hit by a falling tree branch while cleaning up an area at Quindanning, near Williams, after the overnight bushfire.

The man was taken to Narrogin Hospital but was pronounced dead, a police spokeswoman said.

A report was being prepared for the coroner, she said.

The ABC reported Terry Hunter from the Association of Volunteer Bush Fire Brigades said the man was helping the Quindanning fire brigade when the accident happened.

A spokeswoman for the Department of Fire and Emergency Services said the cause of the fire would be looked into, but it had not posed a threat to the local community, so no alerts had been issued.

Witnesses and opposition activists have confirmed the blast as occuring in the central Mazraa neighbourhood.

Syrian state TV has reported it as a "terrorist attack".

It did not say what caused the Thursday explosion but said there were casualties and that the wounded included four children.

Ambulances rushed to the scene of the explosion, which also shattered windows and sent up a huge cloud of smoke visible throughout much of the city.

State TV said a car exploded at a security checkpoint between the Russian Embassy and the central headquarters of the ruling Baath party of President Bashar Assad.

They Syrian capital has so far mostly avoided the large scale violence that has destroyed other Syrian cities, though deadly car bombings have targeted government buildings before.

WA Labor waterfront plan 'boring': Barnett

THE rumoured appearance of Hollywood star Ewan McGregor at a West Australian Liberal party press conference threatened to overshadow the day's earlier political posturing.

But the actor's no-show at a film funding announcement by planning and arts minister John Day - despite being metres away on the set of the feature film Son of a Gun - meant the focus of journalists soon returned to another man with a Scottish name, opposition leader Mark McGowan.

The Labor leader had stirred up the state's election campaign by stepping up his assault on Perth's $440 million Elizabeth Quay development, calling for the immediate closure of the adjacent main road, Riverside Drive.

While that's planned for later this year to allow an inlet to be carved into the Esplanade parkland - and will cause traffic chaos according to Mr McGowan - he wants the closure brought forward to before the March 9 poll.

That would allow the incumbent Liberal government "to show the people of Western Australia what they're doing", he said.

The challenge came a day after Mr McGowan backed a new waterfront plan conceived by action group City Gatekeepers - a group of architects, town planners and historians who instead propose a grassed "land bridge" over Riverside Drive to a smaller strip of attractions sandwiched between the freeway on-ramp and Swan River.

Planning Minister John Day labelled it another "flip flop" from the former navy lieutenant, while also claiming it would cost taxpayers $100 million in works and contracts already in place for the riverside project nicknamed "Regina Marina" and "Betty's Jetty".

Mr Day said Mr McGowan's promise to renegotiate contracts already awarded for the development, if he won the election next month, would represent a "sovereign risk" as it would create uncertainty in the construction industry.

"They would be very concerned that a contract with a major government authority is not going to be honoured or is going to be torn up, even if damages are going to be paid," he said.

"It would be reckless to discontinue it in my view."

Premier Colin Barnett was far more straightforward, labelling the alternative plan "just boring".

"It does nothing for the city of Perth," he said.

The Liberal leader also didn't seek to gain political mileage when asked about an endorsement from West Coast Eagles coach John Worsfold for the party's preferred site for a new AFL stadium, at Burswood next to James Packer's Crown Casino.

He was clearly pleased, however, referring to "Woosha" as WA's most respected football figure.

In policy announcements, Mr Barnett revealed plans for a $45 million rebuild of Kalgoorlie-Boulder Community High School in the state's Goldfields region, and a $48 million commitment to build 15 new passing lanes on the Great Eastern Highway between Southern Cross and Kalgoorlie-Boulder.

Labor announced a $7 million investment over five years to fund research to help combat cybercrime.

Mr McGowan said he hoped the cash would help Edith Cowan University's Security Research Institute to secure federal funding to create the $100 million Cyber Cooperative Research Centre.

Too late to change leaders after May: whip

IF the federal government's level of support doesn't get a bounce after the May budget it will be too late to change leaders, the chief government whip says.

Joel Fitzgibbon says the budget is the government's best chance to turn its fortunes around.

"If we don't get a bounce in the budget we'll be in strife," Mr Fitzgibbon told Sky News on Thursday night, saying he hoped that did not turn out to be the case.

Asked if it was too late for leadership change between the budget and the September 14 election date, Mr Fitzgibbon replied: "Absolutely."

"It's not being contemplated in any case," he said.

He repeated the assertions of former prime minister Kevin Rudd that he is not a candidate.

"People are focused. We are six months from an election. Julia Gillard is a fighter doing a good job," Mr Fitzgibbon said.

Pokies ACT precommitment trial sunk

ACT clubs have voted against participating in a pokie precommitment trial until after the election. Source: AAP

AN ACT trial of precommitment technology for poker machines is dead and has been an expensive "thought bubble", the federal opposition says.

The Canberra pokies trial appears sunk after Canberra clubs on Thursday voted against participating in the trial until after the federal election.

Clubs ACT boss Jeff House said 23 of the organisation's members unanimously agreed not to start the trial until after the September 14 poll date.

The coalition, which doesn't support mandatory precommitment measures for pokies, is likely to dump the trial if it wins government.

Mr House said Clubs ACT would continue to work with the current government on preparations for a trial, while admitting it may never happen.

"It would be a folly to expend the money and resources on starting the trial if it was only going to be cut halfway through by an incoming coalition government," Mr House told AAP.

"Far better to wait until the election result is known."

Under the watered-down anti-gambling measures passed by parliament last year, there was only a passing reference to the trial and no powers to compel clubs to participate.

Mr House blamed Tasmanian independent MP Andrew Wilkie and the Greens interference for delaying the trial, which was originally due to start in February, 2013.

Opposition families spokesman Kevin Andrews says the trial is completely dead.

"Labor's betrayal of Andrew Wilkie is complete," Mr Andrews told AAP.

"The question Labor must now answer is how much money has been wasted on this thought bubble."

Anti-gambling campaigner and independent senator Nick Xenophon described the clubs' decision as a "cynical self-serving move to stall reform".

"They were the ones that ran an hysterical fear campaign that caused the delay in the first place," he told AAP.

"I've got to give Clubs ACT full marks for sheer brashness. They're reinventing history."

Senator Xenophon said there could be a silver lining, with focus now shifting to the alternative $1 maximum bets concept.

"The industry doesn't tell tall stories; they tell stall stories," Senator Xenophon said.

A spokesman for communities services minister Jenny Macklin said the ACT trial had been "delayed" because of stalled negotiations to pass the federal legislation.

The spokesman said the government and Clubs ACT had started critical preparation work for the trial.

"We look forward to continuing to work with Clubs ACT and the ACT government on the trial," the spokesman said.

Mandatory precommitment technology requires gamblers to nominate the amount of money they are prepared to lose on high-loss machines, which can chew through $1200 an hour.

Greens senator Richard Di Natale hopes the government can salvage something out of the wreck.

"This goes to show that the clubs were never serious about reform. They played the government for fools, just like the mining companies did," he told AAP.

Combet writes off leadership talk

Written By Unknown on Rabu, 20 Februari 2013 | 17.52

Labor MP Greg Combet has written off speculation over the party's leadership as "media excitement". Source: AAP

KEY Labor frontbencher Greg Combet has written off speculation over the party's leadership as "media excitement".

The breaking of the agreement between the Australian Greens and Prime Minister Julia Gillard and a dive in the polls for Labor have renewed talk of a change of leadership ahead of the September 14 election.

But caucus members have differing views on which strategy to take - the prime minister standing firm, a "bloodless" replacement of Ms Gillard by Kevin Rudd, or the less likely option of workplace relations minister Bill Shorten.

However the prevailing view - held by senior ministers including Mr Shorten, Treasurer Wayne Swan, Senate leader Stephen Conroy and Mr Combet - is that they stick with Ms Gillard.

Mr Rudd has consistently ruled out a challenge following his failure to win a caucus ballot in February 2012.

Asked whether Ms Gillard's leadership was safe, Mr Combet told ABC Radio: "Of course it is."

"I'm a strong supporter of the prime minister and despite all of the media excitement we are getting on with governing," he said.

Mr Combet told the Australian Workers' Union (AWU) conference on the Gold Coast on Wednesday it was a "tough time" for Labor.

"We know that times are tough in the Labor Party and the government at the moment.

"I don't need to tell you about the polls, and some of the challenges we've got ... but when confronted with tough times, the tough get going.

"We've got to get going across the labour movement."

Suspended Labor MP Craig Thomson, who remains close to a number of caucus members in both the Rudd and Gillard camps, said it was a "challenging time".

"I don't think it's any secret that there is counting going on," he told AAP on Wednesday.

He said Mr Shorten and his AWU-right faction base was the key to the leadership.

"Once the AWU switches its view, it's all over," Mr Thomson said.

"But Shorten is a movable feast on this.

"Bill will do what is in Bill's interest and if he thinks he can save it, that is what he will do.

"But I wouldn't discount him bringing back Rudd.

"He will make sure he is on the winning side."

Opposition Leader Tony Abbott said Labor was focused on bringing down the prime minister rather than governing.

"What is happening in the Labor party at the moment has nothing to do with the Australian people and everything to do with the faceless men who run the Labor party," he told reporters in Melbourne after touring a factory.

Asked about Mr Shorten's prospects, Mr Abbott said: "Bill has a very high opinion about himself."

Earlier, Mr Abbott signalled the coalition was preparing for a possible change of Labor leader.

Asked on Fairfax Radio if it had a strategy to deal with such an eventuality, Mr Abbott said: "That's a fair judgment."

Mr Shorten this week told the AWU conference Ms Gillard was a "tough leader for tough times".

"I know from my conversations with plenty of people we're united in terms of supporting Julia Gillard as leader," he told delegates.

Left-faction powerbroker and minister Mark Butler said the party was locked in behind Julia Gillard.

"I'm not for turning," Mr Butler told ABC radio.

"I think we've made it clear ... this matter was resolved 12 months ago in February.

"I think Kevin (Rudd) himself has probably now run out of metaphors for cooling things down."

Mr Butler said the solution to the government's poll woes was to focus on good policy.

"I'm confident that if we do that in the lead-in to the election we will be very competitive at the election," he said.

However, the minister conceded that some caucus members were backgrounding journalists about the leadership.

"It's important we all focus on the issues that affect the daily lives of voters ... rather than the internal machinations of one party or another and the several dozen opinion polls that we are going to have to endure between now and September," Mr Butler said.

Hong Kong stocks end 0.71% higher

HONG Kong shares have closed up 0.71 per cent after the Dow on Wall Street hit a five-and-a-half year high and following strong German investor sentiment data.

The benchmark Hang Seng Index added 163.50 points to 23,307.41 on Wednesday on turnover of HK$65.59 billion ($A8.21 billion).

The rise partly offset the index's 1.3 per cent fall on Monday and Tuesday but analysts said they did not expect to see further gains soon, with KGI Asia chief operating officer Ben Kwong saying "any strength ... will likely be capped in the absence of major catalysts".

On Wall Street the Dow rose 0.39 per cent to its best level since October 12, 2007 and the S&P 500 was up 0.73 per cent, hitting its highest point since October 31, 2007. The Nasdaq gained 0.68 per cent.

Reports that office supply retailers Office Depot and OfficeMax were planning a tie-up followed last week's news of a merger between American Airlines and US Airways, and the Berkshire Hathaway-3G Capital takeover of Heinz.

Hopes for an end to Europe's struggles were also boosted by the ZEW economic institute investor confidence index in Germany, which soared to 48.2 points in February from 31.5 points in January, its highest level since April 2010.

The reading beat market expectations for a much more modest increase to 35 points.

Among Hong Kong blue chips Bank of China rose 2.2 per cent to HK$3.80 and China Construction Bank added 1.7 per cent to HK$6.50.

Chinese car makers also mostly jumped. Great Wall rose 3.5 per cent to HK$32.35 and Brilliance was up 2.5 per cent to HK$11.28 but Geely eased 1.9 per cent to HK$4.56.

Chinese shares closed up 0.60 per cent. The benchmark Shanghai Composite Index rose 14.27 points to 2,397.18 on turnover of 97.2 billion yuan.

Developers posted healthy gains on bargain-buying after suffering recent losses fuelled by fears of more moves by the government to cap rising property prices.

China Merchants Property Development added 3.3 per cent to 26.37 yuan, Gemdale Corp. gained 2.7 per cent to 7.12 yuan and China Vanke was up 2.1 per cent at 11.44 yuan.

And pharmaceutical companies rose after two cases of bird flu in humans were reported this month.

China Resources Double Crane Pharmaceutical rose 10 per cent to 27.16 yuan and Shanghai Modern Pharmaceutical jumped 7.42 per cent to 14.19 yuan.

Demand more highway funds, Labor MPs told

LABOR MPs in NSW are being asked to pressure their colleagues in Canberra to provide funds for badly needed upgrades to the Pacific Highway.

Roads Minister Duncan Gay on Wednesday challenged Labor politicians to show their support for the move to a dual carriageway by demanding the federal government honour the commitment it made with the previous NSW government.

"NSW Labor can show the people who live along and travel the Pacific Highway they are genuinely interested in their welfare by phoning, writing or emailing their federal colleagues demanding the Gillard government restore the 80:20 funding split," he said.

The NSW government has complained it has been left more than $2 billion short to finish converting the highway to dual carriageway.

It says Canberra's insistence of a 50-50 funding agreement breaches the original agreement for a 20-80 split, which state Labor signed with Federal Transport Minister Anthony Albanese.

"The baseline funding split agreed to in the MoU was 83 per cent federal 17 per cent NSW, which later increased even further to a funding ratio of 86:14," Mr Gay said in a statement.

"All the NSW government is seeking from the federal government is the same funding split of 80:20 afforded to the previous state Labor government."

Mr Gay claimed contributions to the Pacific Highway started to reduce dramatically after the O'Farrell government came to office in early 2011.

Violence marks Indian strike

SPORADIC violence has broken out in India at the beginning of a two-day strike by labour unions protesting rising prices and government policies to open the economy.

Millions of bank and factory workers stayed away from work and public transport was shut down on Wednesday after India's major trade unions called the countrywide strike.

Workers armed with iron rods smashed factory windows and set a fire truck and several cars on fire in Noida, an industrial suburb of Delhi.

A labour leader was fatally crushed when he tried to stop buses from leaving a terminus in the northern city of Ambala.

Trade unions oppose government policies to open the retail, banking and aviation sectors to foreign investors in a bid to jump start India's sputtering economy.

Pistorius fought with Reeva 'non-stop'

"BLADE Runner" Oscar Pistorius has returned to court to hear explosive allegations he fought "non-stop" with his slain girlfriend Reeva Steenkamp on the night of her killing.

With the South African sporting hero already facing a tough fight on Wednesday to win bail, the prosecution presented police evidence to flesh out the charge he deliberately murdered the cover girl on Valentine's Day.

Prosecutor Gerrie Nel told the court an unnamed witness "heard talking that sounded like non-stop fighting from two to three in the morning" shortly before Steenkamp was found dead at Pistorius's Pretoria home last Thursday.

Police investigator Hilton Botha also said 29-year-old Steenkamp was shot three times through the bathroom door, with wounds to her head, elbow and hip.

Botha said the shots were not fired straight at the toilet door, but rather "directly to the toilet, the basin itself".

"If you walk in directly and fire straight at the door you will miss the toilet," he said, suggesting Pistorius had been aiming.

Steenkamp, who had been going out with Pistorius since late last year, was declared dead shortly before 4.15am (local time) on February 14 by medics and was found covered in towels and wearing white shorts and a black vest.

Botha also said 26-year-old Pistorius would face an additional charge of possessing unlicensed .38 special calibre ammunition.

At Tuesday's hearing, the Olympic and Paralympic track star tearfully denied premeditated murder, a charge that risks a life sentence.

Pistorius told the court he shot at Steenkamp through a locked bathroom door, mistakenly believing she was a burglar.

"I had no intention to kill my girlfriend," he said.

With only the suspect and the victim in the house at the time of the killing, the state's case is expected to focus heavily on forensic evidence and witnesses who are alleged to have heard the couple argue.

Prosecutor Gerrie Nel argued on Tuesday Pistorius deliberately fired four shots into the bathroom door after putting on his prosthetic legs, hitting a terrified Steenkamp three times and fatally wounding her.

"She could go nowhere," Nel said.

"She locked the door for a purpose."

On Tuesday the double amputee track star broke down in tears repeatedly as his own words from his own affidavit filled the court: "We were deeply in love and couldn't be more happy.

"I am absolutely mortified by the events and the devastating loss of my beloved Reeva," he said in his first public comments on the killing.

As the court hearing proceeded on Tuesday, Steenkamp was laid to rest at an emotional private ceremony at a crematorium in her hometown of Port Elizabeth.

Pistorius was an inspiration to millions as the first double amputee to compete against able-bodied athletes at last year's London Olympics.

Pistorius said he had awoken in the dead of night when he heard a noise at his upscale home in a gated Pretoria estate

"Filled with horror and fear" that someone was in the bathroom, he said he felt "very vulnerable" because he did not have his prosthetic legs on.

He said he fired shots at the toilet door and shouted to his girlfriend to phone the police, but then realised it could have been Steenkamp in the bathroom.

After smashing the door with a cricket bat, Pistorius said "Reeva was slumped over but alive".

He said he kept a firearm under his bed at night because he had been a victim of violence and burglaries before and had received death threats.

Magistrate Desmond Nair said he could not rule out that there was some planning involved in the killing, which may be considered as a premeditated murder, setting a high bar for bail.

Pistorius, who off the track has had a rocky private life with stories of rash behaviour, beautiful women, guns and fast cars, has built up a powerful team of lawyers, medical specialists and public relations experts for his defence.

The Paralympian gold medallist became the first double amputee to run against able-bodied athletes at last year's Olympics in London on the carbon-fibre running blades that inspired his nickname.

China's army controls hackers: US firm

Written By Unknown on Selasa, 19 Februari 2013 | 17.52

CHINA'S army controls hundreds if not thousands of virulent and cutting-edge hackers, according to a US internet security firm that says it's traced a host of cyberattacks to an anonymous building in Shanghai.

American company Mandiant says its hundreds of investigations show that groups hacking into US newspapers, government agencies, and companies "are based primarily in China and that the Chinese government is aware of them."

The 74-page report focused on one group, which it called APT1 from the initials for "Advanced Persistent Threat."

The New York Times, citing experts, said the group was targeting critical infrastructure such as the US energy grid.

"We believe that APT1 is able to wage such a long-running and extensive cyber espionage campaign in large part because it receives direct government support," Mandiant said.

The group, it said, was believed to be a branch of the People's Liberation Army, called Unit 61398, and digital signatures from its cyberattacks were traced back to the direct vicinity of a nondescript, 12-storey building on the outskirts of Shanghai.

"We believe the totality of the evidence we provide in this document bolsters the claim that APT1 is Unit 61398," it said, estimating it is "staffed by hundreds, and perhaps thousands of people."

China dismissed the allegations.

"It is neither professional nor responsible to make groundless accusations without hard evidence and is also not conducive to solving relevant problems," foreign ministry spokesman Hong Lei said in Beijing.

"China is firmly opposed to hacking," he told reporters, adding that the country was "also a major victim of cyberattacks" and they had been increasing in recent years.

Many had come from overseas IP addresses, Hong said, adding: "Among all the cyberattacks against China, those from the US rank number one."

China's defence ministry did not immediately respond to requests for comment.

A series of brazen IT attacks on America's most high-profile media outlets, reported by The New York Times and the Wall Street Journal, as well as on Twitter and others, have revived concerns over Chinese hackers.

The Times said hackers stole corporate passwords and accessed the personal computers of 53 employees after the newspaper published a report on the family fortune of China's Premier Wen Jiabao.

Clients including The Times have hired Mandiant to clean up their systems after cyberattacks.

In its report, Mandiant alleged that APT1 - known also as "Comment Crew" for its practice of planting viruses on the comment sections of websites - has stolen hundreds of terabytes of data from at least 141 organisations spanning 20 industries.

The Times, which was given early access to the report, said the researchers had found that the Comment Crew was increasingly focused on companies involved in US infrastructure, including in its electrical power grid, its gas lines and water works.

One target, the newspaper reported, was a company with remote access to more than 60 per cent of oil and gas pipelines in North America.

In his recent State of the Union address, US President Barack Obama said the potential ability of outsiders to manipulate critical US infrastructure was a major concern.

"We know foreign countries and companies swipe our corporate secrets," Obama said.

"Now our enemies are also seeking the ability to sabotage our power grid, our financial institutions, our air-traffic control systems.

"We cannot look back years from now and wonder why we did nothing in the face of real threats to our security and our economy."

The building pinpointed as hacking HQ sits in Shanghai's northern suburb of Gaoqiao, near a petrochemical complex and surrounded by small shops, including a hair salon.

There is no nameplate outside but framed posters showing soldiers are displayed on a high wall surrounding the complex, while the Chinese PLA's symbol of a red star is mounted over the main door of the building.

One soldier in camouflage uniform stood at the main gate on Tuesday, an AFP correspondent saw, while another wearing a PLA overcoat was stationed in the guard house, close to a sign reading "No photography" in both English and Chinese.

British PM vows to co-operate with India

EDS: includes press statements

By Adam Plowright

NEW DELHI, Feb 19 AFP - British Prime Minister David Cameron has promised full cooperation with an Indian investigation into alleged corruption in a helicopter deal, an issue which has clouded his trip to New Delhi.

Cameron arrived in India on Monday with what he called the biggest-ever British overseas business delegation, pushing for better access to the booming market of 1.2 billion people and greater trade.

While keen to persuade India of the merits of the part-British Eurofighter jets, he has been dogged by another aviation deal involving the Anglo-Italian helicopter maker AgustaWestland.

Italian authorities made arrests last week during an investigation into bribes allegedly paid to secure the $US750 million ($A732.03 million) Indian government contract in 2010.

Press leaks indicate one of the accused middlemen is based in London.

The helicopters are being made in southwest England.

"We will respond to any request for information. I am glad that the Italian authorities are looking into this issue in detail," Cameron told a press conference with Indian counterpart Manmohan Singh.

Singh, eager to show his graft-plagued government taking action ahead of general elections next year, said he had conveyed "our very serious concerns regarding allegations that unethical means were used" to secure the deal.

"I have sought the full assistance of the UK in this case," he added.

The scandal has been an unwanted distraction for Cameron who is eager to forge a new partnership with Britain's former colony, believing their historical links should provide a foundation for a closer partnership.

Like other European leaders who arrive eyeing the country's enviable economic growth rates, he is keen for British companies to benefit from India's vast investment in infrastructure, health, energy and defence.

Executives in his delegation from the worlds of banking, insurance and retail have also been encouraged by the Indian government's moves late last year to drop some barriers to foreign investors.

Cameron has targeted a doubling of annual bilateral trade with India, from STG11.5 billion ($A17.39 billion) in 2010 to STG23 billion by the time he faces re-election in 2015.

In a bid to address Indian concerns about his government's drive to slash immigration to Britain, Cameron announced on Monday a new same-day visa service for Indian business people.

He also stressed again on Tuesday that there was "no limit" on the number of students who can study at British universities providing they have an offer and an English-language qualification.

Singh thanked Cameron for "strong personal commitment to India" - this is his second visit since becoming prime minister in 2010 - and said he had invited increased British investments in India.

Troops pour into Syria's Aleppo

President Bashar al-Assad says he's confident his troops will win the conflict ravaging Syria. Source: AAP

HUNDREDS of troops backed by military vehicles poured into the northern province of Aleppo following rebel advances and as a battle raged for control of Syria's second-largest airport, a watchdog said.

The reinforcements arrived at the town of Tal-Aran in the southeast of the province, the Syrian Observatory for Human Rights said.

Tuesday's deployment follows unexpected advances by the rebels in their thrust to seize control of air bases in northern Syria and to capture Aleppo's international airport.

"A large number of troops are currently approaching Aleppo from the east, redeployed from central Syria, to keep the rebels from taking the country's second-biggest airport," said Observatory director Rami Abdel Rahman.

"The army will not let Aleppo international airport go without a big fight."

In the past week, rebels have captured air bases at Al-Jarrah, Hassel and Base 80, as well as an important checkpoint near the international airport.

On Monday, they made a brief incursion into the airport's fuel warehouse before the army pushed them out, a military source said.

The source also said the rebels had seized a building strategically located 200 metres from the airport.

Fighting between rebels and troops also erupted Tuesday in southern Damascus, where the army deployed reinforcements in a bid to drive insurgents out of belts surrounding the capital, the Observatory said.

"Rebels and regular troops clashed at the entrance to Yarmuk (Palestinian) refugee camp in Damascus," said the watchdog.

Pro-regime daily Al-Watan at the same time reported "clashes near Sayyida Zeinab (southeast of Damascus) and the surroundings of Yarmuk camp".

The camp housing thousands of Palestinian refugees has seen fierce fighting inside and outside its premises since late last year.

Throughout much of the winter, the army has been engaged in a bid to keep approaching rebels out of Damascus, making daily attacks on their enclaves all around the capital.

But in Damascus province, as in much of the rest of the country, rebels and the army have reached a military stalemate, said Abdel Rahman.

"Across Syria today, there are hundreds of flashpoints. Both the army and the rebels are over-stretched," he said.

"While the rebels have made significant advances in some areas such as Aleppo province, the army is not going to let any strategic area slide. So what we are looking at is a long-term war of attrition."

The United Nations says that nearly 70,000 people have been killed in the Syrian conflict.

On Monday at least 154 people were killed in violence across Syria, among them 63 soldiers and 54 rebel fighters, said the Observatory.

South Korea flexes might with naval drill

SOUTH Korea staged a naval exercise involving US surveillance aircraft, flexing its military muscles at a time of high tensions on the Korean Peninsula following the North's third nuclear test.

Day one of a six-day drill in the East Sea (Sea of Japan) involved South Korean warships and submarines, as well as surveillance planes from the United States, the defence ministry in Seoul said on Tuesday.

The exercises will practise operations to detect and track North Korean missiles and submarines, the ministry added.

"The drill is aimed at testing our readiness against threats from the enemy."

It is the latest in a series of military exercises, which have been staged alone by South Korea or jointly with the United States since the North launched a long-range rocket on December 12.

Earlier this month Seoul and Washington conducted a joint naval exercise with a US nuclear submarine off South Korea's east coast, followed by a joint air force drill.

Pyongyang insists the December launch put a satellite into orbit for peaceful research, but critics said it amounted to a banned ballistic missile test that marked a major advance for the communist state's nuclear weapons program.

Following the North's nuclear test on February 12, the South vowed to accelerate the development of longer-range ballistic missiles and new cruise missiles capable of a precision strike on members of Pyongyang's high command.

North Korea said the test - widely condemned by the international community - was a direct response to UN sanctions imposed on Pyongyang after last year's rocket launch.

South Korea's outgoing President Lee Myung-Bak said Pyongyang was drawing closer to "a dead-end" by inviting isolation and sanctions from the international community.

"Though North Korea is congratulating itself on the success of the test, neither nuclear power nor missiles will protect them," he said in a farewell speech on Tuesday.

Lee will leave office next week.

Stranded Sydney boat to be towed

Four people have been rescued from a fishing boat that became stranded on rocks in Sydney's south. Source: AAP

SALVAGE crews will try to refloat a 50-foot trawler that became stranded off a beach in Sydney's south.

The fishing boat, Challenge, ran onto rocks near Cronulla beach after midnight on Monday.

Four Indonesian crew members tried to escape the choppy waves on a small boat before marine officers rescued them.

A salvage team have attached lines to the stern of the vessel which is expected to be towed about 4am (AEDT) on Wednesday, Sydney Ports marine service manager Phillip Holliday told AAP.

He said the boat is in good condition and no fuel has leaked so far.

"We're pretty confident it will be towed off. If things don't go as well we'll reassess from there," Captain Holliday said.

High tide is expected at 5am (AEDT) and it's expected the refloat will take several hours.

Captain Holliday said a salvage team, water police and volunteers from the State Emergency Service will stay at the scene overnight to maintain an exclusion zone.

Curious locals watched the spectacle from the Esplanade on Tuesday.

An investigation is under way into why the trawler ran aground.

"It looks to be a sound vessel, so how did it end up sitting there? It's not supposed to be there - so what went wrong?" Captain Holliday said.

The crew are being questioned.

Arms vendors turn to cyber security

Written By Unknown on Senin, 18 Februari 2013 | 17.52

THE world's largest arms vendors are expanding in the cybersecurity sector as austerity measures weigh on sales of traditional weapons, a Swedish peace research institute said Monday.

Sales by the 100 largest arms producing companies, excluding Chinese companies, fell by 5 per cent to $US410 billion ($A400.25 billion) in 2011, the Stockholm International Peace Research Institute said in its annual review of the industry.

The drop was mainly due to austerity measures and the withdrawal of troops from Iraq and Afghanistan, SIPRI said, but pointed out that cybersecurity has remained a privileged spending area for governments despite budget cuts.

"Cybersecurity has become a top national security issue and there has been a lot of discussion about that over the last years," SIPRI cybersecurity expert Vincent Boulanin said.

"Countries are willing to gear up to face potential cyberthreats from other countries or private actors."

Cybersecurity first became a major issue following the attack against Estonia in 2007 that used thousands of infected computers to cripple dozens of government and corporate websites, Boulanin said.

Since then, numerous attacks have occurred that have increased the demand for security products, including the recent Chinese hacker attacks against The New York Times and The Wall Street Journal.

Boulanin said arms dealers are taking advantage of these developments to expand into new fields and are acquiring smaller companies to get hold of the necessary technical expertise.

The ventures mainly involve services for data and network protection, testing and simulation, training and consulting and operational support.

SIPRI also said US-based Lockheed Martin remained the biggest arms vendor in 2011, with arms sales of $US36.27 billion, while Boeing overtook Britain's BAE Systems as the second largest weapons merchant.

Here's SIPRI's list of the top 10 arms vendors in 2010 (2009 ranking in parenthesis):

1. Lockheed Martin, US, $US36.27b ($A35.41b) (1).

2. Boeing, US, $US31.83b ($A31.07b) (3).

3. BAE Systems, Britain, $US29.15b ($A28.46b) (2).

4. General Dynamics, US, $US23.76b ($A23.20b) (5).

5. Raytheon, US, $US22.47b ($A21.94b) (6).

6. Northrop Grumman, US, $US21.39b ($A20.88b) (4).

7. EADS, Trans-European, $US16.39b ($A16.00b) (7).

8. Finmeccanica, Italy, $US14.56b ($A14.21b) (8).

9. L-3 Communications, US, $US12.52b ($A12.22b) (9).

10. United Technologies, US, $US11.64b ($A11.36b) (10).

Bribe-seeking allegations referred to CMC

QUEENSLAND'S crime watchdog is digging into cash-for-contracts allegations involving the department of former arts and IT minister Ros Bates.

An official working in Ms Bates' department allegedly offered to help secure contracts for a Brisbane IT company in exchange for a significant sum of cash.

A spokesman for Premier Campbell Newman said on Monday the matter had been referred to the Crime and Misconduct Commission (CMC).

"We were not aware of the allegation as it had not been brought to our office," the spokesman said.

The Courier Mail newspaper reported the company, Technology One, immediately raised the allegation with a senior staff member in the office of the trouble-prone former minister.

Some industry insiders believe an approach was made to more than one company, and the specific cash sum sought was described by a senior source as being "more than the wage of the average bus driver".

In a statement to AAP on Monday, Technology One said it would not be commenting on the allegations.

It is not clear whether the allegation was ever passed on to authorities.

Opposition leader Annastacia Palaszczuk said Mr Newman should have moved faster.

"As soon as the premier became aware of these allegations, he should have referred them to the CMC instead of waiting almost 24 hours to act," Ms Palaszczuk said in a statement.

Ms Bates quit Premier Campbell Newman's cabinet last Friday, citing health and family reasons.

She had faced months of pressure over allegations of nepotism involving her son's government job, her contact with lobbyists and her extended absences for health reasons.

On Saturday morning, it was revealed that Ms Bates had appointed her friend Kaye Martin to a department contract and a board position with Screen Queensland.

Acting arts minister John-Paul Langbroek says Ms Bates' resignation and the fresh allegations aren't linked.

The revelation about Ms Martin's appointment was released in a bid to be open and accountable when the government became aware of the conflict of interest, he said.

He's asked Screen Queensland for Ms Martin's resignation.

Liberal National Party defector Alex Douglas has accused the government of using the media in a calculating way, saying the public should be asking why the government dropped such a damning story to the paper a day after Ms Bates' resignation.

"I think the story is very hollow and doesn't ring true," he told the ABC.

"It is a shameful way to run a government, and it is certainly not the way to treat people."

Tasmanian bushfire under control

BUSHFIRE crews in southern Tasmania have controlled a blaze which earlier threatened homes, and residents will be able to return to their houses.

A 250-hectare fire in the Derwent Valley, northwest of Hobart, prompted an emergency warning as temperatures hit the mid-30s and winds gusted to 50km/h on Monday evening.

Thirty-three crews and six water-bombing aircraft were deployed to battle the blaze, which started in a paddock near the small farming town of Gretna and was the only serious threat on a severe fire danger day in the state.

"The number of resources that were reallocated to this fire at the time really put us in a good stead to get on top of it early," Tasmania Fire Service senior station officer Phil Douglas told AAP.

"They've been able to stop the full spread of the fire much sooner than we'd anticipated.

"They're continuing to work in that area but... they're happy that they're controlling that fire.

"It no longer is impacting or threatening any houses or community."

"We are saying to people who may have relocated from that area that they're able to return to their homes."

The fire has been downgraded to advice level, while there are no reports of property being lost.

The Derwent Valley has been hit hard in Tasmania's worst bushfire season since 1967.

It was among the areas ablaze when nearly 200 properties were lost in early January, while a fire near Molesworth has been burning for nearly two weeks.

The temperature was still 29C in the area at 8pm (AEDT) on Monday but a cool change was expected overnight with about five millimetres of rain and a maximum of 19C forecast for Hobart on Tuesday.

Staff evacuated from Nigeria after kidnap

A CONSTRUCTION company has evacuated all of its staff from a northern Nigeria site after gunmen blasted into the facility and kidnapped seven foreigners.

Police in Bauchi state, where the attack occured late Saturday, said on Monday their top priority was securing the release of the hostages, who reportedly include four Lebanese, one Briton, a Greek citizen and an Italian.

The raid on the compound of the Lebanese-owned firm Setraco was one of the worst attacks targeting expatriates in northern Nigeria in recent years and may indicate a changing strategy by the radical Islamic groups in the region.

Boko Haram Islamists, who are blamed for hundreds of deaths since 2009, have repeatedly attacked Bauchi, but have never acknowledged abducting a Westerner.

A group seen as an offshoot of Boko Haram, Ansaru, claimed the kidnapping of a French national in December and some analysts fear this splinter faction has prioritised foreign hostages, like other al-Qaeda-linked groups in North Africa.

The kidnapping of expatriates have typically occured in Nigeria's oil-rich south, with the hostages released following a ransom payment.

Residents in the town of Jama'are, about 200km from the state capital, said 12 vehicles arrived at the Setraco facility on Sunday and evacuated all the staff, excluding those native to the town.

It was not immediately clear how many of the remaining workers were foreign and an official at Setraco's office in Nigeria's capital declined to comment, also refusing to provide contacts for the company spokesman.

"Now all the company employees, who are not from Jama'are have left. Soldiers and policemen are conducting patrols in the town," said resident Haruna Garba.

The assailants stormed a police station and a prison in Jama'are before raiding the Setraco compound, police said.

When the kidnapping operation began the assailants struggled to gain access to the site, then shot dead a security guard and used explosives to blast a hole through the rear gate, residents and police said.

"There was a gaping hole... because the kidnappers used explosives to blow up the rear when the occupants refused to open the gate," said Sale Nagaidam, who visited the site on Sunday and witnessed the heavy security deployment.

Bauchi's police spokesman Hassan Auyo said on Monday that it was too early to speculate on who was behind the attacks.

"Our main priority now is to secure the release of the hostages," he said, adding that a manhunt had been launched.

The governments of Greece and Italy have confirmed that their citizens were among those taken hostage.

Beirut has acknowledged that two Lebanese nationals were seized, but has not matched the police figure of four, while the British foreign office has said it is making "inquiries" before confirming that a Briton was abducted.

There was no claim of responsibility for the weekend violence, but attention will likely turn to the emerging group Ansaru, which said it kidnapped a French engineer in the northern state of Katsina late last year.

Slain Reeva's family prepare for funeral

Oscar Pistorius has cancelled his Australian tour as he faces charges of murdering his girlfriend. Source: AAP

THE family of Oscar Pistorius's slain girlfriend Reeva Steenkamp are preparing to hold a funeral service for the 29-year-old model, as her bereaved mother pleaded for answers about the death of "the most beautiful person who ever lived".

The former cover girl, who was shot dead at Pistorius's luxury home in Pretoria on Valentine's Day, will be cremated on Tuesday in her home town of Port Elizabeth, in a private ceremony for family and friends.

Pistorius, the double amputee who became a sporting hero to millions when he competed at the Olympics last year, has been charged with killing Steenkamp and will appear in a Pretoria court on Tuesday for a bail hearing.

In an interview published on Monday, Steenkamp's mother described her death as "horrendous."

"Why my little girl? Why did this happen? Why did he do this?," June Steenkamp told the Times of South Africa. "What for?"

"She had so much of herself to give and now all that is gone. Just like that, she is gone... In the blink of an eye and a single breath, the most beautiful person who ever lived is no longer here."

"All we have is this horrendous death to deal with... to get to grips with. All we want are answers... answers as to why this had to happen, why our beautiful daughter had to die like this."

More than 100 people are expected to attend an hour-long memorial service on Tuesday for Steenkamp, a law graduate who had been going out with the 26-year-old Pistorius since late last year.

Well-wishers have already begun placing bouquets of flowers outside the family home.

Her uncle Mike Steenkamp said the family had been overwhelmed with offers of help and sympathy.

"We have received a lot of condolences from all over South Africa and around the world as well. We have received a lot of support."

Police says Steenkamp was shot four times in the early hours of Thursday by a pistol owned by Pistorius and died of her wounds at the scene.

His family has insisted that the evidence will refute "any possibility of a premeditated murder or indeed any murder at all".

Defence lawyers are expected to argue at Tuesday's hearing that there are "exceptional circumstances" for Pistorius to be granted bail, a request that will be opposed by the state.

That request means the hearing is likely to offer more details about what happened in the early hours of Valentine's Day at Pistorius's upmarket home in a gated estate in the South African capital.

Pistorius, who broke down sobbing in his first court appearance on Friday, has built up a powerful team of lawyers, medical specialists and public relations experts for his defence.

Stuart Higgins, a former editor of British tabloid The Sun, whose lengthy list of clients includes British Airways, Chelsea FC and Manchester United football club, will be handling public relations in the case.

One of the lawyers, Kenny Oldwage, acted for the driver in a 2010 accident that killed former president and anti-apartheid icon Nelson Mandela's great-grandchild Zenani. The driver was acquitted.

The events of February 14 have put Pistorius's career on hold, forcing him to cancel races in Australia, Brazil, Britain and the United States between March and May.

"I have decided that following these tragic events that we have no option but to cancel all future races that Oscar Pistorius had been contracted to compete in, to allow Oscar to concentrate on the upcoming legal proceedings," manager Peet van Zyl said.

Two die, 18 injured in Thailand blasts

Written By Unknown on Minggu, 17 Februari 2013 | 17.52

A SERIES of blasts in a town in Thailand's restive south has killed two people and wounded up to 18, authorities say.

The latest incidents, which began with two fire bombings of shops in Pattani on Saturday night, came just days after a major attack on a Thai military base in the insurgency-plagued region.

In total, three bombs have exploded in the provincial town since late Saturday, while police said four more devices had been defused, in the latest attacks to rock the Thai south, where thousands have died in nine years of deadly unrest.

A blast around noon on Sunday in the centre of Pattani killed a local security volunteer instantly, police said.

Hospital staff said another defence volunteer later died of his wounds, while about 18 people, including civilians, were wounded.

Thailand's southern provinces near the Malaysian border suffer almost daily gun and bomb attacks by shadowy groups fighting for greater autonomy.

More than 5500 people, both Buddhist and Muslim, have been killed in the bloody conflict since early 2004.

On Wednesday, scores of heavily-armed gunmen stormed an army base in the neighbouring province of Narathiwat but the Thai military repelled the assault, killing 16 militants in one of the most deadly incidents of the insurgency.

Members of Thailand's security forces and civilians accused of collaboration with the authorities are frequently targeted with ambushes and roadside bombs.

Magda hoping for a Tropfest fight

AUSSIE actor Magda Szubanski is hoping she and fellow Tropfest judge Sam Worthington get into a punch-up over the winner.

One of eight judges at main event for Tropfest at The Domain in Sydney on Sunday night, Szubanski says usually it's pretty self evident who the winner is but sometimes there's a bit of a tussle.

"I'm hoping there might be a bit of a punch-on," she told AAP.

"I'm going to take on Sam Worthington I reckon. Avatar or not, it's on.

"Him in the blue corner, no maybe him in the red, me in the blue. He must be over the blue thing by now. He's done that.

"Move on, Sam, let it go."

Worthington, who rocked up in a blue jacket and sporting a sunburnt face, said he didn't choose his clothing for the Avatar link.

"My mate bought it," explained Worthington.

"He said you'd better dress up for once and bought me something really fancy."

Worthington is joining a panel of judges including Szubanski, Rebecca Gibney, Richard Roxburgh and Sapphires director Wayne Blair to select the winner from 16 finalists.

Worthington stuck to talking about the world's largest short film festival, saying he couldn't reveal anything about James Cameron's Avatar 2.

"I can tell you Avatar 2 is a Jim Cameron film. That's about it," he said.

"Anything else, ninjas are going to come from the sky and Jim's people are going to escort me away."

Firefighters remember fallen comrades

THEY came to remember their 14 comrades who died in the horror of Ash Wednesday 30 years ago but also paid tribute to two firefighters who perished just last week.

More than 300 people gathered at the St Johns Anglican Church in Upper Beaconsfield to recall the CFA members from Panton Hill, Nar Nar Goon, Narre Warren and Wallacedale brigades who died in the 1983 bushfires, which killed 75 people.

They gathered at the church, itself an Ash Wednesday casualty and since rebuilt, with Premier Ted Baillieu and Victorian governor Alex Chernov.

Last week two firefighters from the Department of Environment and Sustainability (DSE) - Katie Peters, 19, and Steven Kader, 29, - were killed when a tree fell on their vehicle as they fought a fire in remote alpine territory near Harrietville.

The Ash Wednesday fires that swept through southeast Australia on February 16, 1983 caused widespread damage across Victoria and South Australia, destroying more than 3000 homes.

Years of severe drought left the land open for devastation and when the fires hit they were fanned by winds of up to 110km/h.

Mr Baillieu told the gathering that the loss of the CFA fighters on Ash Wednesday was the worst in Australian firefighting history.

"Their loss resonates still," he said.

The helmets of the 13 men and one woman who died lay solemnly on a table during the service at the little wooden church.

Mr Baillieu remembered Ms Peters and Mr Kader as well as other firefighters who have died this bushfire season.

He said the Ash Wednesday blaze occurred on a day when the bush was snap dry and the weather radiator hot.

"A roaring wind was shifting soil across the state ... it was dark, deafening, scary and ultimately it was deadly and devastating."

CFA firefighter Doug Summons remembered the time well - he was a first year firefighter at Narre North and his tanker was sent to fight a blaze at Belgrade in the Dandenong Ranges.

"When we got there the trees were smoking and most of the houses were gone," he told AAP.

He said in those days the radios were manned by the wives of CFA captains and at one point on the day all the fire tankers in the area had been sent to save one house.

"It was a bit of an overkill, but as it turned out we got a flat tyre and couldn't attend."

He also remembers the following day, Black Thursday and the Friday.

"It was a week and a half before we put out the last tree."

But he said the hardest part was the aftermath and attending seven funerals in one day.

At 65, Doug is still an active member of the CFA.

Like many others at the service he wore his distinctive yellow CFA firefighting uniform.

On Sunday as the service was being held, more than a thousand firefighters, 240 fire tankers and 64 aircraft were involved fighting fires throughout the alpine district and the Grampians.

Matthew Newton says he's a changed man

ACTOR Matthew Newton has opened up about his violent past, saying his outbursts were provoked by a "wave of terror" and "hopelessness".

The troubled star said his erratic behaviour was also brought on by his mental illness and a feeling that he was "about to die".

"That's when I end up running out of options, feeling like I don't know what to do," he told the Nine Network.

Newton, 36, was charged with the assault of his former girlfriend, Australian actress Brooke Satchwell, in 2007.

In 2010, he allegedly assaulted his then-fiancee, actress Rachael Taylor, in the lobby of a hotel in Italy.

Newton was also charged with the assault of a taxi driver in Sydney in 2011.

The actor said he knew he hit "rock bottom" when he was arrested for hitting a hotel clerk in the face in Miami, USA, last year.

"I was put in the back of the police car and I realised I was completely alone. I realised there were two choices: there was help, there was honestly opening myself up and asking for help, or there was nothing, there was the end," he said.

Newton also admitted he had never been given an official diagnosis on his mental illness, despite repeatedly avoiding conviction on the grounds of mental health, specifically bipolar disorder.

He said he was completely at fault for assaults on his former girlfriends.

"It's never okay to hit someone," he said.

The actor stressed that he's on the mend and is working through his issues without being on "addictive" medication which he had been using to help with his mental illness.

"I'm now doing everything in my human power to make sure that any events of the past don't occur again."

Newtown is hopeful of getting back to acting and said offers of work in America and Australia were re-emerging.

"I want, in the second half of my life, to be an exemplary citizen, a successful professional and one day a really good parent."

Fifteen die in Baghdad car bomb attacks

BLASTS have killed at least 15 people in Shi'ite-majority areas of Baghdad, officials say, in the latest attacks to hit Iraq as the country struggles with protests and a political crisis.

Three car bombs struck Sadr City in the north of the city on Sunday, while one car bomb each exploded in Ameen, Al-Husseiniyah and Kamaliyah in the east, and a roadside bomb blew up in Karrada in central Baghdad, security and medical officials said.

The blasts killed at least 15 people and wounded about 80.

No group has yet claimed responsibility for Sunday's wave of attacks.

These latest incidents in a spike in violence come as Iraq grapples with nearly two months of anti-government protests centred on Sunni-majority areas in north and west Iraq, and a political crisis in the capital.

At least 150 people have been killed in violence this month, according to an AFP tally based on reports from security and medical officials nationwide.

The Baghdad bombings follow a series of attacks on Saturday that killed five people, including the head of Iraq's intelligence academy.

Two suicide bombers killed Brigadier General Aouni Ali and two of his guards, and more bombings caused the deaths of a judge and an army lieutenant.

The attacks come after weeks of rallies in Sunni-majority areas calling for the removal of Iraqi Prime Minister Nuri al-Maliki, who is a Shi'ite.
