PRIME Minister Tony Abbott is remaining tight-lipped about the contents of his letter to the Indonesian president about the spy scandal.

Susilo Bambang Yudhoyono had written to Mr Abbott demanding an official apology and a full explanation as to why Australian spies in 2009 targeted his mobile phone, as well as his wife's and some of his closest confidants.

Indonesia has halted all co-operation with Australia on people smuggling following the phone-tapping controversy.

Mr Abbott told reporters in Sydney on Saturday that he had written to Dr Yudhoyono.

"The letter is now in the process of being delivered," he said.

"I think it would be wrong of me to talk about what I've said to the president before the president has actually received it."

Mr Abbott reiterated the government's commitment to a strong relationship between Australia and Indonesia.

"Obviously there will be good days and there will be better days but my determination is to ensure that the relationship is constantly improving," he said.

Tear gas was used to repel protesters on Friday during demonstrations in Jakarta over the spy row.

An Australian flag and pictures of Mr Abbott were set alight.

The Australian embassy was pelted with rocks and eggs, and a mock coffin bearing a photo of Mr Abbott was left on the road in front of the compound.

Dr Yudhoyono tweeted on Saturday that social relations are closer when there is mutual trust, care and co-operation.

US wind farm guilty of killing birds

A MAJOR US power company has pleaded guilty to killing eagles and other birds at two wind farms and agreed to pay $1 million as part of the first enforcement of laws protecting birds against wind energy facilities.

Until the settlement announced on Friday with Duke Energy and its renewable energy arm, no wind energy company had been prosecuted for a death of an eagle or other protected bird.

The company pleaded guilty to killing 14 eagles and 149 other birds at its Top of the World and Campbell Hill wind farms outside Casper, Wyoming.

The deaths, which included golden eagles, hawks, blackbirds, wrens and sparrows, occurred from 2009 to 2013.

"Wind energy is not green if it is killing hundreds of thousands of birds," said George Fenwick, president of the American Bird Conservancy, which supports properly sited wind farms.

Wind farms are clusters of turbines as tall as 30-storey buildings, with spinning rotors as wide as a passenger jet's wingspan.

The blades can reach speeds up to 270km/h at the tips, creating tornado-like vortexes.

Eagles are especially vulnerable because they don't look up as they scan the ground for food, failing to notice the blades until it's too late.

"No form of energy generation, or human activity for that matter, is completely free of impacts, and wind energy is no exception," the American Wind Energy Association said in a statement.

The case against Duke Energy and Duke Energy Renewables was the first prosecuted under the Migratory Bird Treaty Act against a wind energy company.

The Obama administration has used the law against oil companies and power companies for drowning and electrocuting birds.

Once a wind farm is built, there is little a company can do to stop the deaths.

As part of the agreement, Duke will continue to use field biologists to shut down turbines when eagles get too close.

It will install radar technology similar to what is used in Afghanistan to track missiles. And it will continue to report all bird deaths to the government.

Vic bus attack victim recalls assault

A MAN left lying unconscious in the street after being attacked by two men on a Melbourne bus has branded his attackers thugs.

Police said the 25-year-old victim and his girlfriend were at a bus stop in Swanston Street about 1.30am (AEDT) on Saturday when they were approached by three men who started hassling them.

The couple boarded a bus to Epping, then the men boarded and two of them approached the man.

After a brief conversation, one of them headbutted the man.

They both then began hitting him in the head and body.

The driver stopped the bus when he realised what was happening.

The two men then dragged the victim onto the road near Collins and Russell streets where they left him unconscious.

They then left with the third man.

"I just remember putting my hands to my head and I was getting beaten," the victim told the Seven Network.

"The next thing after that I remember is just waking up in the ambulance."

The victim, who suffered a broken nose, facial bruising and a black eye, says he now worries about going to the city late at night and fears others will be next.

"If they're not found then it will happen to someone else," he said.

"These guys are just thugs."

Police have released CCTV footage of three men they want to interview.

The first man was described as having an olive complexion and wearing a red T-shirt and sneakers.

The second man was possibly of Islander appearance with a tanned complexion, wearing a white long-sleeved T-shirt with dark sleeves, blue jeans and black shoes.

A third man was wearing a dark beanie, blue long-sleeved top, tan pants and white shoes.

Severe thunderstorms move east across state

SEVERE thunderstorms continue to move across Queensland's southeast, with the latest warning issued for Brisbane, the Gold Coast, Logan, Redland area, and parts of Moreton Bay, Ipswich and the Scenic Rim.

8.15pm: The Bureau of Meteorology has issued a severe thunderstorm warning for Brisbane, the Gold Coast, Logan, Redland area, and parts of Moreton Bay, Ipswich and the Scenic Rim.

"At 8pm, severe thunderstorms were detected on weather radar near Ipswich and Beaudesert. These thunderstorms are moving towards the east," the Bureau warned.

The storms are forecast to affect Brisbane CBD, Beenleigh, Logan City and Strathpine by 8.30pm and Cleveland, Redcliffe and Bribie Island by 9pm.

"Damaging winds and heavy rainfall that may lead to flash flooding are likely," the warning said.

A 92 km/h wind gust was recorded at Amberley Airport at 7:45pm, a 77 km/h wind gust was recorded at Beaudesert at 8:00pm and 32mm of rainfall had been recorded in 30 minutes at Colleges Crossing (near Ipswich) at 8:00pm.

The Bureau of Meteorology will next issue an update by 9pm. For more details and latest information see www.bom.gov.au.

7.30pm: The weather bureau has issued a warning for Logan, Ipswich, the Scenic Rim and parts of Brisbane, the Gold Coast, Lockyer Valley and Somerset areas.

"At 7:15 pm, very dangerous thunderstorms were detected on weather radar near Laidley and Grandchester. These thunderstorms are moving towards the east.

"Very dangerous thunderstorms are forecast to affect Rosewood, Hatton Vale and Marburg by 7:45 pm and Ipswich, Lake Manchester and Upper Brookfield by 8:15 pm."

The Bureau said destructive winds, heavy rainfall that may lead to flash flooding and large hailstones are likely.

Other severe thunderstorms were located near Aratula, Rosevale and Maroon Dam.

They are forecast to affect Boonah, the area between Boonah and Beaudesert and Peak Crossing by 7:45 pm and Beaudesert, Bundamba Lagoon and Greenbank by 8:15 pm.

6.50pm: The weather bureau issuing a warning for the Lockyer Valley, Logan, Ipswich, Southern Downs and Toowoomba areas

The Bureau of Meteorology detected severe thunderstorms on the radar at 6.30pm near the area northeast of Warwick, Allora, Clifton and the area northwest of Cunninghams Gap.

These thunderstorms were moving towards the east. They were forecast to affect Oakington, Maryvale, Cunninghams Gap, Rosevale and the area south of Cunninghams Gap by 7pm and Boonah, Maroon Dam, Moogerah, Moogerah Dam, Aratula and Harrisville by 7.30 pm.

Damaging winds, heavy rainfall that may lead to flash flooding and large hailstones were likely.

The warning came after hail stones were reported elsewhere this afternoon.

"Pea to marble size hail has generally been observed from thunderstorms this afternoon," the Bureau said.

"An 83 km/h wind gust was recorded at Warwick at 6pm (and) 30mm of rainfall has been recorded in 30 minutes at Murrays Bridge at 6:25pm."

4.45pm: The weather bureau has issued a warning for Toowoomba and the greater Darling Downs region.

The Bureau of Meteorology said storm cells have been detected on the radar northeast of Inglewood.

Forecasters are predicting damaging wind and large hail stones will hit Allora and Clifton by 5.45pm.

A more general severe thunderstorm warning remains current for the Darling Downs and Granite Belt and parts of the Central Highlands and Coalfields, Capricornia, Wide Bay and Burnett, Maranoa and Warrego and Southeast Coast districts.

1.55pm: Another severe thunderstorm warning has been issued for damaging wind and large hailstones.

Areas expected to be affected are Roma, St George, Taroom, Tambo, Rolleston, Baralaba, Springsure, Goondiwindi and Carnarvon National Park.

11.45am: Southern Queensland has been put on alert for severe thunderstorms.

The weather bureau is predicting storms will roll over Roma, Emerald, St George, Biloela, Blackwater, Baralaba, Springsure, Goondiwindi and Carnarvon National Park in the coming hours.

The earlier warning for the Herbert, Lower Burdekin, Central Coast and Whitsunday districts has been cancelled.

A Department of Community Safety spokeswoman said the State Emergency Service received about six calls for help after the rain event that hit the Bowen Basin overnight.

Emergency services were also called out to three swift water rescues, but passengers in the vehicles were able to pull themselves to safety.

No injuries were reported to paramedics.
 

10.30am: The Bureau of Meteorology has issued another warning for severe thunderstorms with heavy rain and flash flooding during the next couple of hours.

North Queensland's Bowen copped a heavenly dumping last night – with up to 274mm of rainfall in just over an hour.

The tropical downpour caused some flash flooding on roads but Bowen councillor Dave Clark said it was welcome relief after an extended dry spell.

The weather bureau said the rainfall was "significant" and very localised over Bowen, 274mm, and Hamilton Island, 236mm.

There were no damaging winds, and flash flooding was confined to the coastal areas.

Meteorologist Michael Knepp said the rainfall totals were not unusual for that tropical part of the state at this time of year.

"We are heading into that time of year when you can get rainfall totals like this," said Mr Knepp.

"It's not rare, you can get totals like this overnight."

Most of the rain over Hamilton Island fell between 11.30pm and 2am.

Cr Clark said the area had missed out on the usual winter rains and had been very dry.

"It's been really, really dry; quite depressing really," said Cr Clark.

"Everyone was happy with the rain. It was probably too much too quick but you can't have everything."

Jade Meredith, of Bowen, said she emptied about 300mL out of her rain gauge at 6am.

"It's already half full again," she said.

Rebecca Edwards described an overnight thunderstorm as "awesome".

"First lot of rain thunder and lightning I (have) seen since moving to Cannonvale," she said.

"I've been here seven months."

The Bruce Highway is cut in parts due to flash flooding.

Local police have also advised Argyle Rd, Park Rd and Queens Rd are shut.

Latvia mourns roof collapse victims

LATVIA is mourning its dead after rescuers spent a second night looking for survivors in the rubble of a Riga supermarket whose roof collapsed, killing at least 52.

The latest body was hauled out at dawn and hopes of finding anyone alive were dwindling nearly two days after the worst disaster since Latvia's 1991 independence.

The small Baltic state of two million began three days of official grieving over the Thursday tragedy as officials began probing the causes of Europe's third worst roof disaster in 30 years.

"The latest body was found this morning at 6am, bringing the total to 52, including two bodies that are still unidentified," said police spokesman Toms Sadovskis.

Rescuers continued to comb the mangled Maxima supermarket's wreckage of steel and concrete as morning mists rose after a second night of work in near-zero temperatures.

Riga mayor Nils Usakovs said on Friday five people were feared trapped inside but it was unclear how many were still believed to be missing on Saturday.

Forty people survived the catastrophe, according to rescue services.

A ring of thousands of glowing candles and heaps of flowers decked the perimeter crash barriers surrounding the disaster site, placed by a constant stream of shell-shocked members of the public.

Flags were being flown from houses across the country with a black sash attached - a traditional sign of mourning.

Just days after November 18 independence celebrations, the tragedy snuffed out an upbeat mood in Latvia, with 2014 set to mark its entry in the eurozone and showcase Riga as the European capital of culture.

Child Protection Inspectorate director Laila Rieksta-Riekstina told Latvian Radio on Saturday that "16 children lost one parent and one child has unfortunately lost both parents" in the tragedy.

The website of the State Fire and Rescue Service (VUGD) paid tribute to three firefighters who were among the dead, describing them as "more like family members than colleagues".

Books of condolence have been opened at Latvian embassies abroad including Russia, Poland, the USA, Canada, Britain and Ireland while world leaders have also expressed sympathy.

A disaster fund set up for the victims has already collected 86,000 lats ($A176,755) from public donations, the Ziedot charity announced on Saturday morning, with central government and Riga city council both promising compensation to victims.

Part of the roof of the Maxima supermarket crashed down during peak shopping hours around 6pm on Thursday, in the Zolitude district of the Latvian capital, with a second collapse crushing to death rescuers who had already entered the building.

Latvia will also observe a moment of silence on Monday while police probe what caused the cave-in at the two-year old supermarket.

Speculation has centred on plans to build a rooftop garden and the possibility that building regulations may not have been followed in full.

A photograph published by Latvia's Diena daily on Friday showed an aerial view of the roof prior to the collapse, covered in soil, shrubbery, a children's playground and construction material.

Run by the Lithuanian-owned Maxima chain - Latvia's number two retailer after Rimi - the supermarket was built in 2011 and was named one of the country's top three architecture projects that year.

Protesters clash with police in Jakarta

POLICE have used tear gas as hundreds of members from various hardline Islamic groups moved towards the Australian embassy compound in Jakarta.

Some called for Australian blood to be spilt, amid ongoing fallout from revelations Indonesian President Susilo Bambang Yudhoyono's phone was tapped.

Police armed with riot shields and tear gas formed a defensive line in front of the embassy to stop members of the Islamic Defenders Front moving forward.

The embassy was pelted with eggs earlier on Friday, while a photo of Prime Minister Tony Abbott and an Australian flag were set alight by protesters demonstrating in front of the compound.

A senior member from Hizbut Tahrir, speaking through a PA system erected on a truck in front of the embassy, called for Australian ambassador Greg Moriarty to be expelled.

He told supporters it was regrettable that the bombing of the building in 2004 was not more successful.

"When a bomb exploded here, in front of the embassy, it was only a problem because it didn't get inside," he said.

Members of the Islamic Defenders Front also shouted: "Burn, burn, Australia, burn Australia from now on."

There were also calls for Australians to be swept out of Indonesia, with one of the group telling supporters Australians were "just trash" and the "accomplice of Christians and Jews".

"Hopefully after we leave from here this place will be on fire," he said.

Punches were thrown by the mob as they surged forward with police retaliating by beating the crowd back with canes and using tear gas.

A fake coffin bearing a photo of Mr Abbott was laid on the street outside the embassy.

The protesters dispersed about 3.30pm (1930 AEDT).

More than 1600 police had been deployed near the Australian and US embassies and several other potential targets in the capital after violent demonstrations on Thursday.

Indonesians are angry over claims Australia tapped President Yudhoyono's phone in 2009 and have demanded Mr Abbott apologise for it.

GG backs republic, gay marriage

THE Queen's representative in Australia appears to have backed the republican movement in a landmark speech.

Governor-General Quentin Bryce delivered the final Boyer Lecture of the year in Sydney on Friday evening, outlining her vision of a future Australia.

The ABC reports she expressed support for same-sex marriage, saying she hoped for Australia to become a nation where "people are free to love and marry whom they choose".

Ms Bryce called for an Australia "where women's contributions to civil society - the workplace, the economy, the family and home - are valued equally with men's ...

"And where perhaps, my friends, one day, one young girl or boy may even grow up to be our nation's first head of state."

The former governor of Queensland was appointed Australia's first woman governor-general in 2008 by then-prime minister Kevin Rudd.

Governors-general serve at the Queen's pleasure but five-year appointments are typical, meaning Ms Bryce is likely nearing the end of her time in the job.

The full lecture is due to be broadcast on the ABC on Sunday.

Same-sex marriage advocates were quick to praise Ms Bryce's comments.

"The governor-general's dignified support for marriage equality will be welcomed by the many millions of Australians who support the reform," Australian Marriage Equality director Rodney Croome said in a statement.

"In particular, it will send a message to older Australians that this is a reform they can embrace because it strengthens relationships, families and marriage."

Australian Republican Movement chair Geoff Gallop said it was time to restart the conversation about an Australian head of state.

"The governor-general has served with distinction as the Queen's representative, but imagine what a powerful message it would send about this great country that we all love if we had a head of state who represented the Australian people," Professor Gallop said in a statement released shortly after the speech.

"We will always be friends with Britain, but now we should be equals.

"We need an unambiguous, independent national identity that reflects and celebrates our freedom, our unity, our values of the fair go and our place in the world."

Web inventor rails against net spying

THE scientist credited with inventing the World Wide Web says a growing tide of surveillance is threatening democracy's future.

Tim Berners-Lee, who developed the web in 1990, has been a vocal critic of internet surveillance.

He said on Friday that as more people use the internet and social media to "expose wrongdoing," some governments were feeling threatened.

He said the result was a "growing tide of surveillance and censorship" that threatens the future of democracy, warning that "bold steps" must be taken to protect privacy rights and the freedom of opinion online.

His remarks came ahead of the launch in London of a report ranking which countries best use the web.

Sweden was ranked first, followed by Norway, the UK and the United States.

Lawyers stop baby going to Nauru

THE federal government won't send a two-week-old baby and his asylum-seeker family to Nauru before next week after lawyers sought a court order to stop their removal.

A spokeswoman at Maurice Blackburn says the government has given an undertaking not to remove the family until further order of the court.

"We expect this matter will be back in court on Tuesday morning," she said in a statement on Friday.

Associate Murray Watt earlier said the family from Myanmar (Burma) had already been "mistreated", with restrictions placed on the family's ability to visit the baby boy in hospital following his birth in Brisbane two weeks ago.

Mr Watt said they were terrified they could be taken to Nauru at any time even though the baby remains weak, has trouble breastfeeding and his mother is recovering from a caesarean birth and suffers from diabetes.

A senate committee was told in Canberra this week an immigration health advisory group would report in December after reviewing the case where the mother was separated from her sick baby at nights following the birth.

Mr Watt said the law firm sought the court order because the immigration department would not commit to giving the family a chance to present medical reports outlining the likely impact removal to Nauru would have on their health.

Immigration Minister Scott Morrison reiterated on Friday there were no exceptions to the rule of offshore processing for any individuals who arrive illegally by boat after 19 July.

"That is the government's policy. And when there are medical clearances that are in place for people to return to Nauru, in the case of families, then that is what would occur," he said in a statement.

TEAR gas has been used to repel protesters during a second day of demonstrations in Jakarta as fallout continues over revelations Australian spies tapped the phone of Indonesian President Susilo Bambang Yudhoyono.

Hundreds of members from various hardline Islamic groups clashed with police in front of the Australian embassy on Friday, some calling for blood, in response to the spying scandal which has caused relations between Canberra and Jakarta to sink to their lowest level since the East Timor crisis in 1999.

Police armed with riot shields used canes to beat back the protesters who stormed towards the Australian compound, amid violent scenes and calls for the Australian ambassador to be expelled from Indonesia.

At one point, tear gas was used to repel the protesters, from the Islamic Defenders Front, who converged on the embassy in their hundreds after Friday prayers.

An Australian flag and pictures of Prime Minister Tony Abbott were set alight.

The Australian government continues to warn citizens of the possibility of further unrest in the coming days as anger continues to swell over claims Australia tapped President Yudhoyono's phone in 2009.

Earlier in the day, protesters from the quasi-militia group, the Komando Pejuang Merah Putih (Red and White Fighter Commandos), also demonstrated in front of the embassy and called for war with Australia.

"Our nation has been insulted by Australia. Let's attack them," one of the group shouted outside the embassy on Friday afternoon.

Indonesia has suspended all co-operation with Australia in terms of strategic partnerships, including in combating people smuggling, intelligence gathering and anti-terrorism efforts.

Mr Abbott, who has promised a swift and courteous response to President Yudhoyono's call for an apology, met with the national security committee of cabinet on Thursday night and was declining to comment on Friday.

Indonesia's former intelligence chief has said the diplomatic row could be resolved with an apology.

"Just apologise and ... forgive and forget," Abdullah Mahmud Hendropriyono told the ABC on Friday.

Gita Wirjawan, Indonesia's trade minister, has also warned his country may suspend talks on a comprehensive economic partnership agreement with Australia.

Immigration Minister Scott Morrison declined to comment on the state of border protection activities with Indonesia but said Australia's Operation Sovereign Borders was continuing.

"(It) is designed to ensure the operation stands or falls on no single measure," he said.

"We have the ability to work through our chain of measures to ensure that whatever circumstances we face ... we are able to adapt and ensure the people smugglers will be frustrated."

The issues between Mr Abbott and President Yudhoyono were being addressed by them personally and he would not comment further, he said.

The developments came as former Australian foreign minister Alexander Downer said Mr Abbott should "extend a friendly hand to President Yudhoyono", but not confirm the bugging occurred or say sorry.

"If Tony Abbott were to say 'gee I'm sorry about that', that would reveal that in fact, the allegation was true," he told Sky News.

NIreland bus driver told to deliver bomb

NORTHERN Ireland authorities say a bus driver was ordered to deliver an IRA-style bomb to a police station, but instead she parked her vehicle and called police.

Leaders of the British territory's Catholic-Protestant government praised the unidentified driver for her bravery on Thursday after police said they recovered a viable bomb on board the bus.

No group claimed responsibility, but police and politicians blamed Irish Republican Army militants.

Seventy nearby homes were evacuated overnight.

Translink, which operates Northern Ireland buses, says two masked men dropped a bag containing the bomb on the woman's bus and ordered her to drive it to the police headquarters in Londonderry.

IRA members have repeatedly targeted the fortified building.

The driver told the militants she would, but parked the bus at a stop and called police.

SPORTING clubs are being called upon to help fight the blight of domestic violence in the Northern Territory.

A new Aboriginal men's group committed to ending violence in the Northern Territory says one woman every minute experiences domestic violence in Australia.

A permanent advisory group has been established by the NT government, with Catholic Care NT to come up with strategies to reduce rates of family violence and child abuse, particularly as they increase in the lead-up to the holiday season.

"(Holidays) pull families together and sometimes they're fractured, dysfunctional families and they do get together and you have problems at the end of it," the group's coordinator Charlie King told reporters in Darwin on Wednesday.

"We've seen it year after year, and this time we want to speak to families and say: let Christmas be a festive season, let it not be a time when violence happens."

Domestic violence is a blight on the Territory, said Chief Minister Adam Giles.

"(We'll) make sure we get runs on the board and it's not just a talkfest," he said.

"But let me just say it's not just about indigenous men and women, it's about all Territorians and seeing a reduction in domestic violence."

But having an advisory group made up of indigenous men representing communities from all across the NT was a key recommendation, Mr King said.

"To be able to look at where ceremony for Ab men actually fits in this. Traditionally, violence is not a part of what Aboriginal men do, so bringing men together and having discussion about it is such an important part of this."

A second key recommendation is to invite sports clubs to join in publicly condemning family violence.

"We will contact every sporting club and say, 'we want you to develop a strategy for your club that deals with this issue' so this becomes core business for every sporting club in the Northern Territory," Mr King said.

"It's an all of community responsibility."

Other teams that come to play in the NT such as Melbourne, Port Adelaide, Fremantle and Parramatta will all be asked to join the fight against domestic violence.

BRITISH Prime Minister David Cameron has been following the exploits of a high-class escort agency on Twitter.

One of the prime minister's official accounts was linked to the Carltons of London's feed on the micro-blogging site, technology news website The Register found.

It claims to be London's "finest luxury boutique escort agency" catering for the needs of a "select and small group of elite gentlemen".

The agency also offers a corporate service for those looking to secure a big deal who "need something special to swing them in your favour".

But Downing Street indicated the agency may have first been followed under Gordon Brown's premiership.

The @Number10gov account is the official Twitter feed for the office of the Prime Minister and automatically followed anyone that chose to follow it until 2009 - while the former Labour leader was in power - when the practice was stopped.

"We have stopped following this particular account," a Downing Street spokesman said.

"Prior to 2010, an auto-follow process was used, meaning that @Number10gov automatically followed anyone who followed the account. This was common practice at the time for many corporate accounts, but was discontinued in 2009.

"As a result of this legacy, the @Number10gov account follows almost 370,000 accounts and we have taken steps to un-follow as many as possible that are inactive, spam or inappropriate. This work is ongoing."

Wal King re-elected to Ausdrill board

FORMER Leighton boss Wal King has been re-elected to the board of mining services company Ausdrill, despite a sizeable protest vote.

At Ausdrill's annual general meeting on Thursday, about 22 per cent of shareholder votes went against Mr King serving another term as a non-executive director.

Mr King has been implicated in allegations of corruption at Leighton.

He denies the allegations and has launched a defamation case against Fairfax Media.

Before the vote was held at Ausdrill's meeting, chairman Terence O'Connor said Mr King has strenuously denied ever approving bribes when he was at Leighton, or any other wrongdoing.

Mr King has also told the board he has never been spoken to by the Australian Federal Police or Australian Securities and Investments Commission, Mr O'Connor said.

"For these reasons the board saw no reason to change its recommendation for the re-election of Wal King as a director merely because of unsubstantiated reports in the press," he said.

The company's managing director Ron Sayers was recently accused of a conspiracy to defraud the Commonwealth involving trusts through which he co-owned Barminco, an underground mining contractor.

A trial ended in a hung jury, and Ausdrill has maintained Mr Sayers is fit to remain as the company's managing director.

"The board has full confidence in Ron and wishes him to continue in his role as managing director of Ausdrill," Mr O'Connor said.

Greece predicts return to growth in 2014

GREECE'S deputy finance minister says the economy is expected to emerge from its recession and grow slightly next year.

Christos Staikouras said on Thursday that the 2014 budget projects economic growth of 0.6 per cent next year.

He spoke as he presented the budget, submitted to Parliament moments earlier by Finance Minister Yannis Stournaras.

Staikouras said the economy is expected to contract by four per cent this year, slightly less than the originally expected 4.5 per cent.

He said the conditions are being created for Greece to return to the international bond markets next year.

It has been priced out of them by high interest rates since 2010, and relies on international rescue loans.

Vic rabbit killer charged with cruelty

A MAN has been charged with aggravated cruelty after police found a video of him allegedly torturing and killing a pet rabbit.

The 26-year-old Chelsea man, who appeared with an unknown woman in the video, has also been charged with theft.

Police are trying to find the owner of the rabbit.

Church urges all Catholics to act on abuse

ALL Catholics must take action on child sex abuse, the head of the body set-up to represent the Catholic Church says.

Truth Justice and Healing Council chief executive Francis Sullivan said the various inquiries into abuse provided an opportunity to reform the church and address a scandal that has driven people from it for so long.

The church has been at the centre of three inquiries, including the now-concluded Victorian inquiry, the royal commission and a NSW inquiry into abuse in the Diocese of Maitland and Newcastle.

Mr Sullivan said community disgust and outrage will be unleashed as the inquiries continue, but all Catholics could work to restore trust in the institution with "action and authenticity".

"We might not be responsible for the past, but we are most definitely responsible for our future," Mr Sullivan said in Ballarat, where some of the worst clergy pedophiles offended.

"We, all of us, need to take responsibility for the church that emerges."

About 700 victims had already spoken to the royal commission and another 500 were waiting for meetings, with more making themselves known each day, Mr Sullivan said.

Their evidence will prompt more questions of church leaders, he said.

"We must not go into a defensive mode that prevents us from seeing things as they really are," Mr Sullivan said.

He said the Catholic Church endorses the key recommendations of the Victorian inquiry, covering changes to the criminal law, easier access to civil justice, an independent alternative source of justice, greater scrutiny of organisations and improvements to prevention systems and processes.

"It will only be by the church's actions - not by its rhetoric, that we can make claim to building a better future," Mr Sullivan said.

GP clinic still not open after six years

A BRISBANE GP super clinic promised by Kevin Rudd in 2007 has still not been opened, despite $13.2 million being invested in the facility by the federal government.

The Redcliffe clinic was first promised by the then opposition leader during the 2007 election campaign.

But during Senate estimate hearings on Wednesday, health bureaucrats said the facility was not operational and undergoing renovations.

"It's over six years and it's still being built. We've lost two prime ministers in the meantime, and a couple of health ministers," an apparently exasperated Liberal Senator Sue Boyce said.

"Where is this going? Is there ever going to be a GP super clinic in Redcliffe?"

"It's currently undergoing fit-out," Mark Booth, from the Primary and Ambulatory Care Division, said.

Only half the 64 super clinics pledged by Labor have been opened, with the rollout of the facilities beset by delays.

Prof uses 1000 mice to expose food folly

BELIEF that single nutrients such as omega-3s, sugar or salt can cure or cause all ills is folly, says a leading health scientist.

The key, Professor Stephen Simpson says, is for people to think about food as food and to seek a healthy balance between protein, carbohydrates and fat.

Too much of one for too long can make you fat and unhealthy, or even thin and unhealthy, says Prof Simpson, academic director of the new $500 million Charles Perkins centre set up at the University of Sydney to fight obesity, diabetes and cardiovascular disease.

"The balance really matters," he told colleagues at an Australian Society for Medical Research conference in Victoria.

His team conducted a study in which 1000 mice were fed 30 different diets with different ratios of protein, carbohydrates and fat.

"If you want to lose weight as a mouse, you go onto a high-protein diet. But if you stay on that too long you will have poor circulating insulin and glucose tolerance.

"If you go too low on protein, you will drive over-consumption and be prone to obesity."

A good balance for a mouse is about 20 per cent protein, about 60 per cent carbohydrates and about 20 per cent fat.

"And mice are not that different from humans," he said.

An interesting finding was that a low-protein diet coupled with high carbohydrates led to obesity. But these mice lived longest and had a healthy balance in their gut.

Prof Simpson said he was concerned about the emphasis on micronutrients such as vitamins, sugar and salt.

"It is unhelpful when people argue everything is the fault of sugar or fat or salt or whatever when what we are dealing with is a balancing problem."

The best type of carbohydrates and fat is limited amounts of sugar and complex, low GI, hard-to-digest foods.

Prof Simpson said healthy fats such as omega-3 were also important.

BP to axe 300 Australian jobs

BP is to sack up to 300 workers, but the global energy giant insists it is not giving up on the Australian market.

A spokesman for BP Australia on Wednesday confirmed the job cuts, centred mainly at the company's Australian headquarters in Melbourne.

Employees at the two refineries in Western Australia and Queensland will not be affected.

The company employs 7500 workers in Australia, with 1250 based in Melbourne.

The spokesman would not confirm the number of job cuts, but it is believed to be about 300 employees.

"We would expect the bulk of job losses would be concentrated in Melbourne," the spokesman told AAP.

Employees are expected to be informed which positions will go by March.

Despite the job cuts, BP says it remains committed to the Australian market, claiming the restructure would make it more competitive.

"The market for transport fuels in Australia - unlike the market for Europe and the US - is growing, basically on the strength of the economy and the demand," the spokesman said.

"It's a growth market - we want to get a bigger market share, but our cost base is too high and we need to tackle that. We need to get a bit smarter and a bit quicker on our feet."

Vic man falls from cliff at Cape Schanck

A MAN has suffered critical injuries in a fall from a cliff at Cape Schanck in Victoria.

The alarm was raised about 4pm on Tuesday by friends the man had been walking with, Ambulance Victoria paramedic Bruce Harrop said.

The man is believed to have fallen up to 40 metres onto a rugged rock shelf.

Emergency crews were confronted by difficult terrain and drove within half a kilometre of where the man was found and an air ambulance helicopter flew him to hospital.

"Initially, we were confronted by a gravely ill young man, not conscious and got the aid of the helicopter to retrieve him off to hospital," Mr Harrop said.

The man suffered severe head and other injuries and was flown to the Alfred Hospital.

Redman replaces Grylls as WA Nats leader

WESTERN Australia's National party has chosen a new leader to replace Brendon Grylls, with Terry Redman to succeed him as widely expected.

Mr Grylls, 40, announced his decision to step down as party leader and also as regional development minister over the weekend, but will remain MP for the Pilbara region.

He leaves big shoes to fill, having leveraged the balance of power held by the Nationals after the 2008 elections to cement the Royalties for Regions program, which he says he's "damn proud of".

On Tuesday, the Nationals held a party meeting and appointed Mr Redman, WA's minister for water, forestry, training and workforce development, as Mr Grylls' replacement.

Mr Redman, aged 50 and formerly the minister for agriculture, paid tribute to his former leader in parliament, saying he'd made an outstanding contribution to the Nationals.

Separately on Tuesday, the state opposition pounced on a comment by Liberal backbencher Murray Cowper, who said the regional development portfolio should go to his party.

Mr Cowper, the member for Murray-Wellington immediately south of Perth, said the Nationals shouldn't hold the portfolio as they had been porkbarrelling the electorates of the Pilbara and the Kimberley with Royalties for Regions funds.

He said there had been an unfair distribution of the funds, with his electorate getting far less per person than the state's northern regions, despite it producing a large chunk of the state's food, including beef and dairy.

"It's indefensible in my mind ... there needs to be an explanation why there is such a disparity," he told AAP.

Responding to Mr Grylls' argument that investment in amenities in the Pilbara was long overdue, Mr Cowper said there were plenty of worthy projects in his electorate, adding he'd be neglecting his duty if he didn't push for its interests.

Premier Colin Barnett said on Monday he wanted a minimal cabinet reshuffle with the departure of Mr Grylls.

While the Nationals will keep all three of their cabinet seats, the allocation of portfolios is a decision for the premier.

Indon-Aust diplomatic tensions set to grow

INDONESIA says it still expects an explanation from Australia over spying revelations, describing Prime Minister Tony Abbott's response and continued refusal to apologise over the drama as "regrettable".

As the diplomatic crisis appeared certain to escalate on Tuesday, Mr Abbott again rejected calls to apologise to Indonesia after reports Australian spies had monitored President Susilo Bambang Yudhoyono's telephone activity.

Indonesia responded on Tuesday afternoon, with a spokesman for the president insisting that Australia's response to the allegations to date had been inadequate.

"Of course this is regrettable, the president regretted the Australian prime minister's response," presidential spokesman Julian Pasha told reporters.

Indonesian Foreign Minister Marty Natalegawa later warned Australia should not underestimate the effect the spying controversy had caused, and would continue to cause, in terms of the relationship.

"Australia still needs to develop their attitude and response, because this is something that can't trivialised or underestimated (in terms of) its impact," Dr Natalegawa said at the presidential palace.

"We will evaluate day by day its development. It's not us who brought this problem, it's Australia. And so Australia is the one who must find the best solution for this."

Indonesia recalled its ambassador to Canberra following claims - stemming from the latest leak by fugitive US intelligence whistleblower Edward Snowden - Australian spies targeted the mobile phones of Dr Yudhoyono, his wife Ani and some of his closest confidants under Kevin Rudd's government in 2009.

Dr Yudhoyono warned his government would now review bilateral cooperation with Australia.

"I also regret the statement of Australian Prime Minister that belittled this tapping matter on Indonesia, without any remorse," Dr Yudhoyono said, referring to Mr Abbott's comments about the issue on Monday.

Mr Abbott has been under mounting pressure to apologise to Dr Yudhoyono to prevent a further escalation in the diplomatic crisis.

But the prime minister told parliament on Tuesday he would not do so.

"Australia should not be expected to apologise for the steps we take to protect our country now or in the past, any more than other governments should be expected to apologise for the similar steps that they have taken," he said.

Australia also shouldn't be expected to detail what its intelligence agencies do to protect its citizens, he said.

"Others should ask of us no more than they are prepared to do themselves."

Mr Abbott went on to say he respected Indonesia and Dr Yudhoyono.

"That's why I sincerely regret any embarrassment that recent media reports have caused him," he said.

"But it is in everyone's interests - Indonesia's no less than Australia's - that cool heads prevail and that our relationship grows closer, not more distant."

Opposition Leader Bill Shorten said Labor would not seek to politicise the issue but he wanted to see the relationship repaired as soon as possible.

"We should not allow these matters to fester," he said.

Indonesia's ambassador to Australia, Nadjib Kesoema, flew out of Canberra on Tuesday on the orders of his government, telling reporters before he boarded his flight that Mr Abbott owed his country a good explanation.

In Jakarta, the country's newspapers were dominated by calls for an even tougher response to the phone tapping scandal.

One of the largest selling Indonesian language newspapers, Media Indonesia, carried an editorial calling for a "harsh response to the Kangaroo Country, which has betrayed the good relationship".

"It's time to remind the world that Indonesia is not a nation to be treated (in this way)," the editorial read.

Another nationalist leaning newspaper, Republika, led its front page with the headline: "Tapping Destroys Diplomacy".

University of Indonesia international relations expert Hikmahanto Juwana said the latest spying scandal had awoken nationalist fervour in Indonesia, adding that expelling a number of officials would probably have a calming effect.

He warned the Indonesia government had to be careful not to let public anger over the issue spiral out of control.

Google moves to remove map image

A US man wants Google Maps to remove an aerial image that shows the body of his 14-year-old son, who was shot and killed in 2009.

Jose Barrera told a San Francisco television station that he only recently became aware of the image of his son Kevin earlier in the week. He said he wants Google to take down the image out of respect for his son.

"When I see this image, that's still like that happened yesterday," Barrera told the news station on Sunday.

"And that brings me back to a lot of memories."

The image shows what appears to be a body on the ground near a rail line with several other people, presumably investigators, and what looks like a police car nearby. It was visible on Google's website on Monday and the company has said it will remain so for a little more than a week.

"Since the media first contacted us about the image, we've been looking at different technical solutions," Google Maps Vice President Brian McClendon said in a statement on Monday afternoon.

"Google has never accelerated the replacement of updated satellite imagery from our maps before, but given the circumstances we wanted to make an exception in this case. We believe we can update this in eight days, and we've spoken to the family to let them know we're working hard on the update."

Kevin's body was found on a path near railway tracks that separate North Richmond from San Pablo on August 15, 2009. His slaying remains unsolved.

Google says most of its overhead images are about one to three years old, although it tries to update them regularly.

Google Maps also provides a street view function that allows people to tour areas as someone passing through them would. Street View displays images that have been gathered by Google using cameras mounted on cars, tricycles and even snowmobiles.

Some of the images have raised privacy concerns, though Google says its technology automatically blurs licence plates and people's faces. It also allows users to report concerns about the images.

There is, however, no similar reporting feature for overhead imagery, according to Google.

Tassie govt claims win on gun crime

THE Tasmanian government says it is winning the battle against gun crime, despite concerns about a spike in offences.

Police Minister David O'Byrne has showcased some of the 300 firearms handed in as part of an amnesty during the past two weekends.

Gun crimes have regularly made the headlines in the island state, with statistics pointing to Tasmania accounting for a sixth of firearm thefts nationally, despite having just two per cent of the population.

Mr O'Byrne has acknowledged concerns but says gun offences are not on an upward trend.

"Tasmania is one of the safest places in the country," he told reporters in Hobart.

"Whilst we have had, from time to time, a level of activity around firearm crime, we need to acknowledge that in the year to date there has only been an increase of four offences.

"Whilst any incident is serious that does not equate to a massive increase."

Tasmania has more than 120,000 registered firearms in a population of around 500,000.

More than 250 have been stolen in the past year.

The state's Liberal opposition has described gun crime as a "tsunami" and promised a new serious and organised crime squad if it win's the election, due in March.

Mr O'Byrne said guns were used in only two per cent of home robberies and Tasmania's crime rate had fallen overall by four per cent in the past year.

He said 7000 guns had been destroyed by police in the past five years.

The government recently added several gun offences to the criminal code, with penalties of up to 21 years' jail.

Goodes named NSW Australian of the Year

AFL star Adam Goodes has won the NSW Australian of the Year award.

The 33-year-old Sydney Swans player was given the honour for his commitment to community programs, particularly for establishing and co-chairing the Go Foundation.

Mr Goodes' foundation promotes education, employment and healthy lifestyles to help the next generation of Indigenous people across all walks of life, the Australian of the Year awards group said.

Inventor Peter Ford was awarded NSW Senior Australian of the Year and Jacqueline Freney won the NSW Young Australian of the Year award.

Mr Ford won for developing a device that allows paralysed people to communicate through a laptop.

Ms Freney was recognised for bagging eight gold medals at the London Paralympic Games.

The 21-year-old from Skennars Head, who was born with cerebral palsy, won a gold medal in every event she entered, making her the best performing athlete on the Australian team.

For his work with those addicted to drugs, alcohol and gambling, Reverend Graham Long was named NSW local hero 2014.

The 62-year-old runs programs from the Wayside Chapel with a team of 32 staff and more than 500 volunteers.

They assist 75,000 people annually.

The NSW winners will head to Canberra for the announcement of the national awards in late January.

Jeremy Lasek, the chief of National Australia Day Council, said "all four of the recipients are great Australians of whom we can be very proud."

NSW Premier Barry O'Farrell praised the winners of the awards.

Mr Goodes, he said, is "a great role model" and a worthy recipient of the honour.

"Adam is a leading advocate in the fight against racism, his actions earlier this year transcended football and reached all parts of Australian society," he said in a statement.

"I congratulate all winners and finalists in the awards and thank them for the great contribution they are making to the community."

ASIO still waiting to move into new HQ

AUSTRALIA'S top spy agency ASIO still can't be certain when it will move into its imposing new headquarters, despite former prime minister Kevin Rudd opening the building in July.

The $630 million building, which looks over Canberra's Lake Burley Griffin, was initially due to be ready for its top secret occupants in April 2012, but the project ran into delays and budget overruns and is still waiting for its new tenants.

ASIO's Director-General David Irvine said while the new building was "substantially completed", builders were still making sure all systems, such as the air-conditioning, were working properly.

"I still cannot give you a date when the certificate for completion will be completed," Mr Irvine told a Senate estimates hearing, adding he hoped the building would be finished by the end of the year.

"In the best of all possible worlds, we will begin to move into the new building in the new year."

The building, named the Ben Chifley Building in honour of the former Labor prime minister who founded ASIO in 1949, has been the subject of controversy, with an ABC report that Chinese hackers had gained access to the building's blueprints.

But Mr Irvine on Monday said there were no security problems with the new building.

"I remain confident that the building from a security point of view meets the standards we require of it," Mr Irvine said.

He said he had advised the previous government that the building should be opened before ASIO staff move in.

Indo recalls ambassador

INDONESIA'S ambassador in Canberra will immediately return to Jakarta following claims Australia had tapped the phone of President Susilo Bambang Yudhoyono.

Indonesian Foreign Minister Marty Natalegawa announced on Monday afternoon the ambassador would be recalled.

"It's nothing less than an unfriendly act," Dr Natalegawa said of the spying claims.

Indonesia's Coordinating Minister for Legal, Political and Security Affairs Djoko Suyanto earlier said he would demand Australia make a public explanation about the claims and make a commitment that it would not monitor the phones again.

Top secret documents from Australia's Defence Signals Directorate, leaked by fugitive US intelligence whistleblower Edward Snowden and published by the ABC and The Guardian, list 10 officials and their phone details - beginning with President Susilo Bambang Yudhoyono and wife Ani.

Air Marshal Suyanto also said Indonesia would review the exchange of information with Australia and "all other cooperation".

Australia's Foreign Minister Julie Bishop will be told the issue will have a negative impact on the countries' bilateral relationship.

Dr Natalegawa emphatically condemned Australia's alleged actions.

"It is, I want to make it absolutely clear, an unfriendly act unbecoming of relations between strategic partners," he said.

"It violates every single decent and legal instrument I can think of; national in Indonesia, national in Australia, international as well.

"It is nothing less than an unfriendly act which is already having a very serious impact on bilateral relations."

Fight climate change: CCA

BOTH carbon price mechanisms and direct action should be used to combat the challenge of climate change, Climate Change Authority (CCA) chair Bernie Fraser says.

"I think the challenge on climate change is such that you want every possible piece of equipment you can get in the toolbox to combat that challenge," he told a senate estimates hearing on Monday.

"We are not talking about price-based mechanisms and direct action as alternatives. I think a suite of all possible measures including regulatory measures in terms of efficiencies and legal standards, all those kinds of things need to be in the tool box."

Mr Fraser said it was hard, for him, to imagine that some kind of price-based mechanism, domestically and internationally and trading in permits, would not be part of that toolbox alongside various forms of direct action.

In its last report in October, the independent climate advisory body described Australia's 2020 carbon emissions reduction target of five per cent as "inadequate" and recommended a cut of at least 15 per cent.

In its draft Targets and Progress Review report the CCA - soon to be abolished by the federal government - did not make a final recommendation on what the 2020 target should be, instead canvassing two options - a "minimum" 15 per cent reduction and a 25 per cent reduction.

The CCA's head Anthea Harris told the senate hearing that the body's last report did not speculate about the impact of the coalition's direct action policy.

But she said there might be more information available before their final report, due next February, is finalised that would allow them to arrive at some conclusions.

Mr Fraser said Australia appeared to be "falling behind" on action to address climate change compared with other nations.

He said it was a pity the government wanted to axe the independent body in favour of having "in house" advice on climate.

People smugglers selling visas to Aust

PEOPLE smugglers are selling asylum seekers passports and Australian visas for entry to the country by plane - offering them an alternative to a potentially deadly boat journey.

The ABC's Four Corners reported that it secretly filmed people smuggler Abu Tarek in Malaysia talking about the deal.

The Iraqi man tells a potential customer that for $16,000 they get a passport with an Australia visa.

"The passport is from Oman or Bahrain, they get the Bahrain passport with the Australia visa in it, both official - not fake," he said in a conversational secretly recorded by the ABC's Four Corners.

"They use the passport to fly there and when they arrive safely, they tear it up and enter the country (Australia)."

He tells the person that when they enter the country they can then apply for refugee status.

His business partner Abu Saleh, also from Iraq, is accused of running his people smuggling business from an Indonesian prison with the help of corrupt prison officials.

One asylum seeker who dealt with him while he was in prison said he was "like a king".

"You'd think it was a hotel. I went in there and sat down. It's as if the man is not in jail. Like he's outside, working, and doing well," another one said.

Saleh is accused of organising the boat which sank off the coast of Java, killing 44 asylum seekers, including 18 children, in late September, while he was in prison.
